If neither parent is holding an everstone, them I'm pretty sure you're just getting unlucky and should keep trying.

If neither one is holding an Everstone, then its selecting the natures with a RNG (Random Number Generator). Its entirely random, so other than the Everstone, you've just been unlucky so far and need to keep trying.

Apparently everstones affect natures only in games newer than FRLG, so RNG abuse should be the only way to change the probability of getting each nature. If you don't want to RNG abuse, then you just have to hope you'll get lucky next time.
