Why won't my Rayquaza Mega Evolve in OR/AS?

I just got the mega key stone from Steven and Latios.

It isn’t Mega evolving in OrAs. I just transferred it from Moon.

It knows Dragon Ascent, Earthquake, ExtremeSpeed and Dragon Dance.

It’s registered as my OT and listens to all my commands. It’s Level 100. I’m just entering Fortree City.

Is it shiny hacked? Also probably from migrating it the way you did.

When I changed it to my OT it became un-Shiny. It’s also migrated from Moon.

In Pokémon Omega Ruby and Alpha Sapphire, no Rayquaza can Mega Evolve until the Rayquaza in the Delta Episode has been caught.
