After seeing this happen in the anime I was wondering if this possible at all but in a different way. The only way I can think this could work is using Extreme Speed and Ally Switch in a triple battle but I'm not sure.

It can work in a gen 7 double battle. Suppose you have A and B on a team against C and D, and A used some physical move last turn. This turn, A tries to use Counter, but B (or it could also be D, if the players are working together) uses Instruct on A. This forces A to use its move from last turn again, and hits C for some damage. C (who needs to be faster than A) then uses Counter to hit A, at which point A has also taken damage from a physical move this turn and can Counter right back at C, dealing an extra 4 times the damage of its original, instructed attack.

Counter does double the damage you recieve, so if you receive no damage because your opponent uses Counter to then there's nothing for the calculation to use. The answer is no.

Even in Gen 1 it didn't work

Generation I
If the last amount of damage done before the use of
Counter is greater than 0 and was dealt by a Normal-type or
Fighting-type attack (except Counter), Counter will do twice as much
damage to the opponent. Otherwise, Counter misses.
