To be used in Sandstorm:

Dracozolt @ Choice Band / Life Orb
Ability: Sand Rush
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Bolt Beak
- Earthquake
- Dragon Claw
- Low Kick / Stone Edge

This set utilizes Sand Rush, doubling Dracozolt's speed so Bolt Beak can have twice the power when you move first. The rest of the moves are for coverage should Dracozolt be up against a Pokemon who is immune or resists Bolt Beak. Life Orb or Choice Band is used to increase the power of Dracozolt's moves.

Ranked Battles singles, since you can't Dynamax in OU:

Dracozolt @ Life Orb / Wide Lens
Ability: Hustle
EVs: 252 Atk / 252 Spe / 4 HP
Adamant / Jolly Nature
- Bolt Beak
- Outrage
- Aerial Ace
- Low Kick

Goal is to spam Max Airstream and Max Knuckle during Dynamax, then when you revert you'll become nearly unstoppable. Wide Lens can be used to make Hustle less problematic.

Dracozolt @ Choice Scarf / Choice Band / Quick Claw / Blunder Policy / Wide Lens
Ability: Hustle
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Bolt Beak
- Outrage / Dragon Claw
- Iron Tail / High Horsepower / Earthquake
- Rock Slide
Bolt Beak does double damage if the user attacks first, so a Quick Claw would be good (I have no idea if it works). Outrage is for STAB, Iron Tail has a good base power (but terrible accuracy), and Rock Slide has a 30% chance to Flinch, and thanks to the Quick Claw, it works even better.

While Hustle raises Attack, it dreases accuracy by 0.8x , so Iron Tail's accuracy would be 60. (75*0.8=60)
True, it has terrible accuracy, I have no idea if the lens would nullify Hustle's bad effect (please tell me if it does).
You could run Wide Lens, but the accuracy would be 66.

Also, you could use Iron Tail's low accuracy to activate Blunder Policy, which doubles your speed due a move missing. Once Blunder Policy activates, you can pretty much spam Bolt Beak. Watch out for Ground Types and Pokemon that resist Bolt Beak though.

Ability: Sand Rush
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Bolt Beak
- Dragon Claw
- Protect
- High Horsepower

Having Gigalith as a team mate is obligatory for this set, as it sets sandstorm for Dracozolt, activating Sand Rush. Bolt Beak takes full advantage of this and does insane damage if Dracozolt outspeeds it's target, which is very likely, and is STAB. Dragon Claw is also STAB. Protect gives Dracozolt a turn of satety. High Horsepower is coverage.

One last note, don't use Outrage! It's incredibly unreliable in doubles, hitting a random opponent even if they're immune or using Protect.

Thunderbolt: put the 6 special attack EVs to use and stab or you can go discharge
Dragon Pulse: Another special move so 6 special attack EVs to good use and STAB

Mixed Life Orb Sand Abuser

Ability: Sand Rush
EVs: 252 Atk / 4 SpA / 252 Spe
Naughty Nature
- Bolt Beak
- Draco Meteor
- Fire Blast
- Iron Tail

This is a mixed Life Orb that is used on Sand teams. Bolt Beak is your main STAB move, as it has double power when you move first which you'll most likely be moving first due to Sand Rush. Draco Meteor is used for Dragon STAB that can chip physically defensive Pokemon. Fire Blast is used for coverage against Pokemon like Melmetal, Amoonguss, and Physically Defensive Tangrowth. Iron Tail is used to hit Mega Altaria supper effectively.

For teammates, Hippowdon is mandatory to setup Sandstorm via Sand Stream, which is used to activate Sand Rush. Dracozolt struggles to deal with bulky Water- and Ground types like Hippowdon and Swampert, so Pokemon such as Zarude are useful to get rid of those Pokemon for Dracozolt.

Sand Gen 8 OU Mixed Set

Dracozolt @ Life Orb
Ability: Sand Rush
EVs: 96 Atk / 212 SpA / 200 Spe

  • Bolt Break
  • Draco Meteor
  • Fire Blast
  • Earthquake

Dracozolt is a potent sweeper on Sand Teams that can punish many unsuspecting opponents with its coverage moves. First, the EVs allow it to punish non-SpD Landorus-Therian, Buzzwole and other Switch-ins. Speed EVs outspeed Defensive Heatran, Zapdos and other threats.

Bolt Break is essential for this set. With 170 BP + STAB with going first in Sand is crushing. Earthquake is coverage, hitting Heatran and the like. Draco Meteor is the main Special STAB, powerful and it leaves a dent. This can punish Physical Walls that switch in. Finally, Fire Blast is coverage. This hits foes like Ferrothorn that think they can try and stop Zolt.

Simple. I don’t like the confusion from outrage. I use dragon claw. Bolt beak is signature stab. Earthquake is good. Low kick is just there.
