I personally have had a lot of success with Dubwool in singles. Access to Agility, Cotton Guard, Swords Dance, Body Press if you’re okay with giving up some stats for an offensive option, fast enough to outspeed Dragapult after an Agility with no speed investment, and Fluffy allows it to shrug off even super effective physical hits.  The set I use is:

Dubwool @ Sitrus Berry
Ability: Fluffy
EVs: 252 HP / 252 Def / 4 SpD
Impish Nature
- Agility
- Cotton Guard
- Body Press
- Baton Pass

A bit lacking in special bulk, but otherwise really good for setting up your other sweepers.
What are you going to do with this baton passer? Are you going to battle other people, the Battle Tower, or in-game trainers?
battle other people
What format/rules are you playing with? Are there any Pokemon, moves, or abilities that you're not allowed to use?
Single Battle for Ranked Battles Series 3
I'm pretty sure the best baton passer is Umbreon. It can use wish, take a hit, and then use baton pass, so a teammate can come in after the opponent moves and get the wish.

This set is supposed to be slower than the opponent and survive at least 2 of its attacks. On turn 1, take a hit and use wish. On turn 2, take another hit and use baton pass. (keep in mind that sometimes you need a grade over 60% to pass :P) Then a teammate can switch in, not take an attack, and receive a wish. Additionally, you decide which teammate to switch in after the opponent moves, so you can simply respond to your opponent instead of trying to predict him/her/it.

Alternativly, you can baton pass curse
What Pokemon wants curse boosts more than it wants wish or a sleeping opponent?
