I wanted a Pokemon that Drains health from the opposite Pokemon
also i'm playng in OU format

Why do you want a Pokemon that drains health from the opponent? That particular quality should not be the main reason you choose a Pokemon in competitive play.
Out of curiosity, where did you hear the terminology 'drainer'?

Your best bet I'd guess would be Ferrothorn. I don't see any other good ones coming from OU other than anything you could just slap Giga Drain onto. Really, something as a dedicated Draining-effect Pokemon usually results in the Pokemon being walled, but having one effect to help out sustainability and wearing down the opponent isn't such a bad idea.

Again, not exactly a dedicated drainer, but likely effective enough to have the effect desired. Leech Seed should be all you need. Slapped this one together real quick so I apologize if it isn't perfect, just looked good as a standalone Pokemon without looking at the team.

Gyro ball is better than iron head because Ferrothorn is usually slower than the opponent. Also I'm pretty sure spikes is better than thunder wave.
There isn't only one way to run things, sumwun. Gyro Ball has a very limited amount of PP is my main concern. It crossed my mind, but I'm not comfortable with that.

Spikes is a good option, but there isn't a clear cut better or worse option here. That would depend on what your team looks like, which is what I didn't cover here because the information for such a request was not provided. Thus I prefer the more annoying and potentially permanent condition of Thunder Wave. Besides, if you wanted entry hazards, wouldn't you use Stealth Rock?
I'm pretty sure offensive teams are more common than PP stalling teams. Gyro ball makes it more difficult for an offense user to switch out a seeded Pokemon and switch in a Ferrothorn check.
Stealth rock is a lot more common than spikes. Most teams have another stealth rock user but no other spikes user.
Well, when something can stall you easily and the battle drags on, the Gyro Balls go quickly.

There's two. Conkeldurr and Ferrothorn.

Conkeldurr is a reliable Drain Puncher that can Protect the next turn. Ferrothorn can set up Leech Seed and Giga Drain.

EVs: 252 HP / 4 Def / 252 Atk
Adamant Nature
- Mach Punch
- Drain Punch
- Stone Edge
- Facade/Fire Punch

Ferrothorn @ Leftovers
Ability: Iron Barbs
EVs: 252 HP / 4 SpD / 252 Def
Impish Nature
- Giga Drain / Power Whip / Body Press
- Leech Seed
- Knock Off
- Stealth Rock/Spikes

These will be your best movesets for these specific Pokemon.

Why are you using a special attack and impish nature on the same Pokemon? You realize that giga drain's healing depends on the user's special attack stat, right? Also why are stone edge and fire punch better than Conkeldurr's other coverage attacks, like earthquake, facade, or knock off?

I don't  use Conkeldurr in competitive, I just know he can be used in many different ways, as a staller, as a dynamaxer, and as a drainer. This is one of my first answers on the site, too.
I still think giga drain is the biggest problem here. There are almost zero situations where a Ferrothorn's giga drain would heal more than leech seed or protect. Use protect, not giga drain, if you really want the extra healing.

I'm not too sure but you shld consider Maractus. Maractus is not very strong but you asked for the best "drainer" and this is my opinion. The others suggested are also good, if not better than Maractus, but it's stats are not too shabby and has helped my team get rid of at least one enemy.

Must
- Spiky shield
Stall
- Giga drain/Drain punch/Sucker punch
Choose 2 moves from this 3.
You can go to Maractus pokedex to see what other moves to fit your preference for the last 2.
For evs it would depend on whatever you choose. (Just get one from the moveset questions.)

Is there any good reason to use Maractus when you can use Ferrothorn instead?
It works well for me. And I'm just giving another suggestion. Since everyone else is suggesting ferrothorn and conkeldurr I thought that I might suggest another poke.
The question does ask for the 'most viable' options, which Maractus certainly isn't.
I guess it's not bad in low tier battling. But yes if we are going for high tier this wouldn't be a good call.
