A Pokemon that evolves via level up (Like Quilladin) CANNOT evolve if it reaches level 100.

This is true for all games that feature the Chespin line, but it's untrue for Sword and Shield. In those games, it's possible to trigger level-up evolutions for level 100 Pokemon by using a Rare Candy.
