What is the best level to evolve Roselia in AS?

I finally got a Shiny Stone, so now I can use a Roserade. At what level is best for Roselia to evolve?

I would wait until level 46 at the latest, when Roselia learns Synthesis. The lowest level I'd say is 25, when Roselia learns Giga Drain.
