I have a Wailmer I’m training in HP, and I was wondering if I could check if I’m done of not.

If you mean literal numbers, the games won't tell you, the games give you a vague idea though in the Pokémon's summary (I'm assuming you already know that). You just gotta keep track of the Pokémon you battle and do the Math yourself. I don't know why it's like that but ¯\_(ツ)_/¯.

There's no way to check the exact number of EVs a Pokemon has in Ruby, Sapphire, and Emerald. However, if you are just trying to max out your Wailmer's HP EVs, you can talk to the effort ribbon girl next to the Vitamin Seller in Slateport Market. If your Wailmer is the lead Pokemon in your party and is maxed out on all EVs (you'll have to train all 510 points in this case as well), it will receive an effort ribbon.

If you're EVing for a smaller amount, provided you know Wailmer's HP IV (find out here), you can plug the level and IV into Showdown! and toggle the EV bar until it matches your Wailmer's total HP.

In older generations, you need less precise methods, such as counting vitamins or EV berries or doing algebra with the stats formula. For example, if your Wailmer can eat 4 HP up before they stop having an effect, that means it has 60 to 69 HP EVs.
