Can Focus Band activate if you stole it from a Pokemon that has 1 HP by using Thief?

While Focus Band isn't really a good item in competitve battling , some movesets for in-game battle facilities have Pokémon hold the Focus Band. So, let's say you had a Mightyena that wasn't holding an item use Thief on a Pokemon holding the Focus Band. The Pokemon holding the Focus Band is at 1 HP. Is it possible for the Focus Band to activate when you use Thief on the Pokemon holding the Focus Band that has 1 HP?

The Focus Band will activate and then be stolen.
