Why did burn not halve both Magearna and Tapu Fini's BP?

Question

So a Rotom-wash will-o-wisped both my Fini wnd Magearna in Showdown!. But why did its attacks not halve both attacking stats or BP?

Burn only halves the bp of physical moves. Magearna and tapu fini were likely only using special moves, and so it did nothing
