Vaporeon as it has the best moveset and stats of the 3
Flareon has the worst stats out of all of them as it is a physical attacker when its stab is special.
Jolteon has a moveset with alot of physical moves when its attack stat is 65 and only has dark type special coverage in bite
While vaporeon is a bulky special sweeper with a good moveset
I suggest this set for in game-
Aurora beam->Ice beam-good against erika and lance
Water gun->surf-good against blaine giovanni and bruno's onixs
Bite-good against sabrina and agatha
Acid armor-makes it super unkillable

Flareon has a pretty decent Special Attack stat, just saying. Base 95.

First, let's take a look at them.
You can get an Eevee as soon as Celadon, the location of the fourth gym. The evolution stones are found in the Celadon Department Store on sale for 2,100 Poke dollars each. The Eevee you receive will be level 25. If you were to evolve it right away, these would be your results.
Vaporeon: Vaporeon's base stats. 130 HP, 65 Attack, 60 Defense, 110 Special Attack, 95 Special Defense, 65 Speed. Decent Special Attack and Special Defense. Frail on the defensive side. Not the best attacker. A little slow. Vaporeon gets access to: Tackle, Tail whip, and Helping Hand at level 1, Sand Attack at level 8, Water Gun at level 16, Quick Attack at level 23, Bite at level 30, Aurora Beam at level 36, Haze at level 42, Acid Armor at level 47, and Hydro Pump at level 52. By TM and HM, it gets Water Pulse, Roar, Toxic, Hail, Hidden Power, Sunny Day, Ice Beam, Blizzard, Hyper Beam, Protect, Rain Dance, Frustration, Iron Tail, Return, Dig, Shadow Ball, Double Team, Facade, Secret Power, Rest, and Attract via TM. Surf and Waterfall by HM. Key battles it would do well in are Erika's entire team but watch out for Grass type moves, Koga's Muk, Sabrina's team except Venomoth, Blaine's entire team, Giovanni's entire Gym Team, Giovanni's Rhyhorn and Onix in Rocket hideout, Giovanni's entire team excluding Kangaskhan Silph co, Lorelei's Jynx and Slowbro, Bruno's Onix, Agatha's entire team, Lance's entire team excluding Gyarados, Blue's Pidgeot, Alakazam, and Rhydon (all starters), Exeggcutor (If you chose Bulbasuar or Charmander) but watch out for Grass type moves, Venusaur (If you chose Squirtle) but watch out for Grass type moves, Arcanine (If you chose Squirtle or Charmander), and Charizard (If you chose Bulbasuar).

Key battles it would do well in are Erika's entire team, Koga's Muk, Sabrina's entire team, Blaine's entire team, Giovanni's entire Gym Team excluding Dig trio but watch out for Ground and Rock type moves, Giovanni's Rhyhorn and Onix in Rocket hideout but watch out for Rock type moves, Giovanni's entire team in Silph co but watch out for Rock type moves, Lorelei's Jynx and Slowbro but watch out for Water type moves, Bruno's Onix but watch out for Rock and Ground type moves, Agatha's entire team, Blue's Alakazam and Rhydon (all starters) but watch out for Rock and Ground type moves, Blue's Exeggcutor (if you chose Bulbasuar or Charmander), Blue's Arcanine (if you chose Squirtle or Charmander), and Blue's Venusaur (if you chose Squirtle).

Jolteon gets access to Tackle, Tail whip, and Helping Hand at level 1, Sand Attack at level 8, Thundershock at level 16, Quick Attack at level 23, Double Kick at level 30, Pin missle at level 36, Thunder wave at level 42, Agility at level 47, and Thunder at level 52.By TM and HM, it gets Roar, Toxic, Hidden Power, Sunny Day, Hyper Beam, Protect, Rain Dance, Frustration, Iron Tail, Thunderbolt, Thunder, Return, Dig, Shadow Ball, Double Team, Shock Wave, Facade, Secret Power, Rest, and Attract. Flash by TM. Note that I am using Bite because Eevee can learn it through level up. Key battles it would do well in are Erika's Tangela, Koga's Muk, Sabrina's entire team excluding Venomoth, Blain's entire team, Giovanni's entire Gym Team but watch out for Ground type moves, Giovanni's entire Rocket hideout and Silph co teams, Lorelei's entire team, Bruno's Onix but watch out for Ground type moves, Agatha's entire team, Lance's Dragonite, Gyarados, and Areodactyl, and Blue's entire teams excluding Venusaur if you chose Squirtle. However, watch for Ground type moves.
In conclusion:
I would pick Vaporeon. Vaporeon gets access to some good moves. It helps with a lot of key battles if you have the right moves. Jolteon is also good as well, especially in the champion battle. Source: many Bulbapedia articles.
