Both Buzzwole and Rillaboom commonly run Drain Punch on their sets, and for good reason. Buzzwole gets STAB on it, and when paired with Bulk Up, it becomes a powerful threat. Rillaboom often runs Swords Dance and a Life Orb, which allows Drain Punch to hit even harder. While Rillaboom occasionally opts for Superpower for immediate power, Drain Punch is usually the more reliable option. Similarly, Buzzwole may use Close Combat in some sets, but Drain Punch is generally preferred for its healing and longevity.

Close Combat is run on Buzzwole mostly from inexperienced players or players using the Scarfed set, which is far worse than the Bulk Up Drain Punch set.
Rillaboom's physical attack is a lot higher than its defenses, so it wants to do as much damage as possible. Superpower is almost always better than drain punch.
It should also be mentioned that Urshifu can run Drain Punch on Bulk Up + Sub sets.
But bulk up Urshifu is usually worse than choice band Urshifu.
