Why is the elite four worthless to a game's story?

Question

I only mean the main series game. I mean, in nearly every single game, there are some bad guys trying to destroy the region. In some games, the champions personally help the player in stopping these bad guys such as Cynthia and Lance in platinum and heartgold. But in all of the main series game, the elite four are just 'meh I don't get paid for this crap' throughout the chaos the bad guys are causing. So, my question is, was it ever explained why the elite four is only worth milking for money or xp or is the reasoning for this all up to speculation?

Note, this is not an opinion question. I'm just asking if this is just something gamefreak left for us to speculate or if there was an article or something explaining this one

I beleive in lgpe lorlei helps the player with team rocket (but im not really sure so)
Also, in some cases, the e4 are shown to be evil.
Malva in xy is shown to be part of team flare in the games (I think) she Is Also shown as part of team flare in the manga. On contrary, in the anime, she is trying to stop Lysandere.
I also think that Kahali (idk if i spelled that right, flying type e4 from SM) said that she was flown in recently when you battle her

The e4 in the rby manga potrayed them as evil characters as well. Other than that, one of the things Grimsley says in the manga probabaly states it best: They just don't want to interfere.
Manga is different from the actually games,  but thats what the manga side says about it.
Also there is no gym leaders coming up to help you in game to fight off some world destroying evil group so I mean They arent the only one.
Also the more I think about it the main charater seems to be the only one who actually does something about it.
As far as my knowledge goes, i dont think there was an article about it.

To be fair, the sm bad guys were just random thugs. They really weren't doing anything to destroy the region and Lusamine just wanted to be with her jellyfish while in usum, nearly everybody else were busy with Necrozma's invasion, if you can call it that so I guess that counts

There were actually in bw. In the plasma castle, all except the first gym leaders arrive to fight the sages but other than that, yeah the gym leaders are just as worthless as the elite four

Honestly, how do the elite four keep their jobs when one of their own literally said 'don't want to interfere' when a region is about to be destroyed

I see. I never played swsh. I decided not to buy this thing after realizing it had only a 20 minute battle timer. I guess that only leaves the elite four of the other regions

Short answer: Game Freak logic

Longer answer: Game Freak has had an opportunity to make these guys at least somewhat important, however never really chose to do so (with the exception of Lorelei). I guess these people are just there to be... there. Simple roadblocks. I guess there’s only so much characters you can add to the lore...?
