Gallade seems to be a special bulky Pokemon with a good attack stat and nice coverage, so why is it in PU?

Well, Gallade isn't in PU at the moment, but rather (PU), or Untiered, aka ZU. However, Gallade is banned from ZU, so it's in a tier called ZUBL. ZU isn't an official tier right now, so ZUBL doesn't show up on Showdown. Also, I'm pretty sure it's outclassed by other fighting types in higher tiers so...
I mean, yeah your not wrong I honestly thought because of all the reason above it would be ranked higher.

Aside from Uber, tiers are decided based on usage stats, not necessarily by how strong a Pokemon is. So, in short, people aren’t using it enough for it to qualify as anything other than untiered. Of course, that could very well change in the future.

Gallade does not have access to its Mega Evolution in Generation VIII and power creep means that older Pokemon gradually lose their relevance, both factors that may discourage people from using it in the current metagame. In higher tiers, there are also Pokemon of the same type(s) that might outclass it and perform the same role(s) better when considering the current state of a given tier.

Gallade isnt actually that bad according to smogon. It is a potent wallbreaker that has quite the niche, however, archeops destroys it. Also, it competes with scraggy and other fighting types because they have actual defensive utility. If you want to use it, here's a set:

Gallade @ Life Orb
Ability: Justified
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Swords Dance
- Close Combat
- Zen Headbutt
- Knock Off
