Is Suicune allowed to participate in the champion cup?

I really like to know the answer to this question it's important to me because I have the legendary Pokemon Suicune. I would like to know.

Yes -- the Champion Cup has no restrictions for Pokemon you can use. It's part of the main storyline, and you need to get through it to become the Champion.

I probably sound wierd, but what is champion cup? Is it the swsh leon battle?

The Champion Cup is the tournament that replaces the Elite 4 from previous generations. You must beat Marnie, Hop, Bede, Nessa, Bea/Allister, and Raihan before getting to battle Leon.
