I'm torn between basically making Gengar a hired assassin by giving it

  • Mean Look
  • Perish Song
  • Hypnosis
  • Dream Eater

With Black Sludge Item

Or more of an attacker that can constantly heal. My other move set idea was

  • Drain Punch
  • Curse
  • Hypnosis
  • Dream Eater

With Black Sludge item.

These are just two moveset ideas, what do you think of them? Also, can you put a Curse on a sleeping Pokemon or put a Pokemon to sleep after being cursed?

Are you playing competitively? If so, what battle format are you playing? Can you give the other details for the movesets e.g. natures, EVs?

How about neither? Typically a Nasty Plot set or 4 attacks + Life Orb set is better than what you have, especially the Drain Punch one.
Not playing competitively just story mode.
Yes you can put Curse on a sleeping Pokémon and Cursed Pokémon can be put to sleep.
If you're just playing the story, there's still no reason to make it complicated with Dream Eater etc. STAB attacks will KO almost all targets in one or two hits.
If I understand correctly, mean look and Perish Song don't work together, because when you switch out, they can switch out. Unless on the final turn of perish song it lets you switch out but not your opponent
They can work together, you can switch out on the final turn but the opponent won't be able to.

The answer: Both are bad
If you are playing in-game these sets just lengthen the battles for no reason. I suggest a simple set with Shadow Ball, Sludge Wave, Focus Blast and Psychic.
This should handle most of any game I can't tell much else since you didn't say which game you're playing.
