Is it possible to catch the Gyarados at Obsidian Falls?

You can't fight it but those flying Pokémon appear in all areas in the game and you can catch them with Feather, Wing, and Jet Balls.

Source: Experience (I've caught flying Pokémon like said Gyarados, Braviary by Snowpoint Temple, Crobat and Magnezone in Coronet Highlands, and Togetic in Crimson Mirelands)

I caught the Obsidian Falls Gyarados with a Wing Ball.  Not sure if the Feather Ball has the catch rate to work on a Gyarados of that level, though.
