As I read here Belly drum heals you to full hp and gives you +6. So why is it not used often or is it banned?

What format/rules are you asking about? Gen 7 OU, National Pokedex, or something else?
Azumarill uses it in Gen 7 OU, but it's a very mediocre pokemon there. It only made the usage cutoff cause people were spamming it on ladder, a lot like dpp Electiwire.

I think you didn't undertand what actually happens:

If powered up by a Normalium Z into Z-Belly Drum, the user restores all of its HP before Belly Drum's HP deduction takes effect.

So no, you don't get a free +6 attack boosts, it just heals any damage you might have taken before using Belly Drum. This is the case for all status Z-Moves: they all activate their Z-Power before the move is executed. It might seem decent still, but the opportunity cost of not using your Z-Move on attacking move makes it usually not worth it.

Bonus: If you really want to use B-Drum and have as little recoil as possible, you can pair it with Gluttony plus Figy Berry (or other Pinch Berry). This way, after using the move, your HP gets healed by 50% (meaning that all recoil from the move is healed) or, if you're playng Gen 8 or NatDex, 33% or one third

Another thing is that most belly drum users have low speed, which makes them easy to revenge-kill.
