its not an egg move, the move tutor cant teach it how do i get it
You can only get it by Move Tutor in gen III-IV, sorry :(
Actually, You can get Ice Punch on Swampert in generation V, you just need Pokemon Black 2 or White 2. But for now I'd recommend Avalanche combined with Hammer Arm for your Swampert now.
