I have been reading and calculating from bulbapedia but I want to make sure by asking people who already confirmed it.

Lets say I used 1 X-Sp.Attack that means my sp attack increased by 1.5 right? And my Sceptile used Leaf Storm which reduce sp attack stat by 2 levels which is 0.50 after that. Am I right with thinking my sp attack stat back to normal like using white herb?

What you're thinking is correct, you're just getting confused.

If the stat stages of any of the holder's stats are negative, it consumes the White Herb and all negative stat stages are reset to be neutral.

The above applies to any situation when your stats are below 1x. I tested to confirm this through a battle also. Sceptile's stats returned to 1x after the SpA drop from Leaf Storm, even when its SpA was earlier 1.5x.

White Herb (and any clone item) would restore all negative stats to 1x.

When used from the Bag during battle, it raises the Special Attack of a Pokémon currently in battle by 2 levels. It also increases the Pokémon's friendship a little.

As it raises the SpA stat by two levels, it will negate Leaf Storm's SpA drop. The SpA will restore to 1x. To answer your question, yes you can use this to counter the moves' SpA drop.

I know what white herb do, but i want to confirm if 1 X-SpAttack usage can counter Leaf Storm side effect which reduce sp attack by 2 stages...
If you're at 2x SpA, after Leaf Storm you'd be at 1x, if that's what you meant.
@Beary 1 X-SpAttack usage cannot nullify the effect of Leaf Storm because it increases SpA by 1 stage, while Leaf Storm decreases it by 2. You'll need 2 X-SpAttack.
@Beary You should mention the Gen you're playing, because it raises SpA by 1 stage in Gen 1-6 and 2 stages in Gen 7+.
