They are both good special attackers yes I'm aware there are better special attackers but I want to try between these two.

I personally love using Moon last/Flamethrower/Calm mind/Softboiled Clef. it's bulky, offensive and can heal. Not to mention how easy it is to set up.
What game are you asking about? What do you want to do with a special attacker? Do you want to battle other people, in-game trainers, or something else?

Blissey isn't that good as a special attacker, but neither is Clefable(only one f). Stat-wise, Clefable has a much better special attack. The key difference is: Clefable learns Stored Power, and Blissey does not. Both are tanky, you do not need any speed investments. Blissey is more of a status farmer, Clefable is a tank and an attacker(with some sets).

Blissey's only good special setup move(which it needs unless you want to go status farming without choice specs) is calm mind, which its special defense doesn't really benefit from unless your opponent has a x3 or higher special attacker, which is very rare. It can already tank any non-boosted special attack(except for Psyshock), so Blissey doesn't have much point in running special. However, here's a set anyways.

Blissey (F) @ Leftovers
Ability: Serene Grace
EVs: 4 HP / 252 SpA / 252 SpD
Modest Nature
IVs: 0 Atk
- Calm Mind
- Thunderbolt
- Flamethrower
- Ice Beam
Healer is useless because it's not doubles, you don't want to switch out so natural cure is useless, so serene grace is the only one to go. It's actually pretty good, because now it's a 20% chance to get the status.

Blissey (F) @ Choice Specs
Ability: Natural Cure
EVs: 4 HP / 252 SpA / 252 SpD
Modest Nature
IVs: 0 Atk
- Flamethrower
- Ice Beam
- Psychic/Tri Attack
- Thunderbolt
For this set, you want to be switching out. Use Natural cure to take care of paralysis, burn, and paralysis. Switch into a special attacker and get some damage(and hopefully status), then switch if your move is not good for the current opponent.

With Clefable's okay special attack stat, just have cosmic power with stored power and you're good. Unaware is a very good ability anyways, so Clefable can be a really strong special attacker as well as an unkillable tank. Or you could run magic guard life orb.

Clefable @ Life Orb
Ability: Magic Guard
EVs: 4 HP / 252 Def / 252 SpA
Modest Nature
IVs: 0 Atk
- Moonblast
- Thunderbolt
- Flamethrower
- Psychic
Mostly neutral attack power, not as good as the other set in my opinion. Still decent in some situations. This set likes to stay in and get chip damage when your opponent switches.

Clefable @ Leftovers
Ability: Unaware
EVs: 4 HP / 252 Def / 252 SpA
Modest Nature
IVs: 0 Atk
- Cosmic Power
- Stored Power
- Soft-Boiled
- Fire Blast/Thunder/Moonblast/Blizzard/Shadow Ball
The best set in my opinion, you want damage rather than accuracy. You can already live long with unaware leftovers cosmic power, so it's okay to miss a few moves. If you want to run life orb magic guard, use the weaker but more accuracy moves(flamethrower, thunderbolt, ice beam). Never switch, just cosmic power, soft boiled, repeat until you have at least x2. Try to get maxed out defences, then just win(if your opponent has not yet ragequit, that is).

There you have it! My personal opinion and a few sets. Clefable is better in my opinion, but Blissey is always okay. Always run 0 ivs in attack with an attack lowering nature so that foul play does less damage.

These movements you've provided are a bit weird. Specs Blissey is a bad set because Blissey hits like a wet noodle even with Specs, and no recovery ruins its ability to be a special wall. Don't run offensive Blissey, but Offensive Clefable is fine if it runs Soft-Boiled.

Even of you run offensive, these two should still run recovery. And Natural Cure is too useful to give up in my opinion. It stops you from getting burned or poisoned, which defensively compromises Blissey.
I know, Cdijk16, but I felt like I had to provide a few sets for both because I wanted to imply that it is possible to run both. SSWD, cosmic power + stored power is actually an offensive set, but if you really want more power, run charge beam instead of the fouth move you picked. Cdijk16, the first set is not supposed to survive the entire fight. It is a cripple/chip damage set used for mainly support. You can definately run soft boiled on all of the sets, but I would rather have more coverage. Magic guard works in the last Clefable set too. Remember that these two are not prominent special attackers, and their attacking potential is mainly used for trolling or crippling. Only the last Clefable set is for sweeping. Again, for further effectiveness, run charge beam for your fourth move.
The sets are affective and decently viable it works well and I see what you've done.
I don't get why this answer entertains the idea of offensive Blissey at all. All kinds of offensive Blissey are outclassed by countless Pokemon. If you're sharing a troll set, then you should specifically mention that or people will think it's competitive advice.
Stored Power + Cosmic Power on Clefable is another idea that you cannot take seriously. You could be at +3 and it would still do less damage than unboosted Moonblast.
252+ SpA Clefable Moonblast vs. 0 HP / 0 SpD Arceus: 118-139 (30.9 - 36.4%) -- 60.9% chance to 3HKO
252+ SpA Clefable Stored Power (140 BP) vs. 0 HP / 0 SpD Arceus: 116-137 (30.4 - 35.9%) -- 44.2% chance to 3HKO

Charge Beam isn't any better. You can get a much more reliable boost by using Calm Mind (which is a standard Clefable set that this answer neglects to mention even once). The damage Charge Beam does is not worth it, because it is an extremely weak non-STAB attack.
This answer doesn't mention Magic Guard n Clefable either, which is one of Clefable's best traits. One of the main reasons to run both Blssey and Clefable is the survivability , which is lost upon dropping soft boiled.

I’m thinking since Blissey has such a notorious reputation for special defense, I’ll go with Clefable. Take the road less traveled, I guess. Btw the question is unspecific as to what game, so I’ll go with the more common in my opinion, Sword and Shield.

This is my first post ever (!), so please excuse and comment if there are any discrepancies.

This Clefable is a little on the unique side, paralleling T Wave with max speed investment, trying to be as speedy as possible. Flamethrower is nice coverage, Moonblast is STAB, and Calm Mind is for setup after maybe hitting a T-Wave? Pretty much as sweep-y as a Clefable can get.

as a special attacker, Clefable needs magic guard with life orb most of the time. You can either have both of them or none of them. Besides, Clefable won't outspeed anything anytime soon, so invest in defense not special defense. Rest seems okay.
