I will preface this by saying Toedscruel is very niche in the OU meta, only finding use due to a spore that breaks through a couple of relevant abilities and through Toedscruel's unique typing and stats that allows it to check threats like Gholdengo.

Spore is slotted as a means to put opponents to sleep, enabling your allies opportunities to get extra moves off. It works especially well with Mycelium Might to put unique stuff like Garganacl to sleep. Earth Power, with 72 SpA EVs gives you enough damage on Earth Power to 2HKO Gholdengo once you remove a potential Air Baloon. Giga Drain provides Toedscruel with extra HP recovery and enables it to chip threats like Great Tusk. Rapid Spin lets you clear hazards in such a hazard infested meta, (Toedscruel is one of the few things to still have spin) but if you feel you don't need it, Knock Off works in the slot too. Both Rapid Spin and Knock Off count as attacks, allowing utility that bypasses Mycelium Might's negative effect.

152 Speed with Timid provides just enough speed to outspeed max speed Great Tusk before a speed boost. Leftover EVs are put into HP and Special Defense to provide as much survivability as possible. Leftovers in the item slot for the same reason.

No Tera type listed since you shouldn't be using your Tera on Toedscruel. There's better options to spend it on.

Gen 9 NU Defensive Utility

- Toxic

Toedscool has a niche in NU as a Rapid Spinner that also has utility moves such as Toxic, Spore, and Knock Off. Giga Drain is used for a Grass STAB that also gives Toedscool some recovery. Knock Off allows Toedscool to remove items from opposing Pokemon to cripple Pokemon who rely on their item. Rapid Spin allows Toedscool to clear hazards from your side of the field. Toxic is used to put opposing Pokemon on a timer and is useful since there are practically no clerics in the current meta.

Other Options: Earth Power can be used over Giga Drain for a Ground STAB. Spore is an option to put opposing Pokemon to sleep. Spikes can used to chip grounded Pokemon switching in.

Gen 9 PU Leech Seed Sweeper

A highly used Pokémon in PU is Grafaiai, and this thing destroys Toedscruel, but with 124 Def EVs you can live one 110 Base Power Acrobatics (See the calculation at the end of this answer). This allows you to set up Leech Seed and possibly switch or start sweeping. Leftovers also gives active recovery. Tera Ground is if you decide to Tera and want some great power, go for Ground. Giga Drain gives recovery along side Leftovers. Earth Power for STAB and chance to lower SpD. Rapid Spin will remove hazards as well as doing chip damage and a speed boost.

252+ Atk Grafaiai Acrobatics (110 BP) vs. 0 HP / 124 Def Toedscruel: 254-300 (84.3 - 99.6%) -- guaranteed 2HKO

Spore is banned in PU due to the new Sleep Moves Clause.
Ah ok then, Leech Seed wouldn't be bad
It still says "Spore Sweeper".
