In the hills directly East of Cascarafa's gym there's a fixed daily spawn of a Tera Psychic Rockruff. Every time I have encountered it, the ability has been Own Tempo. Serebii has an interactive map that you can use to assist in pinpointing the location. It's right next to the U shaped rock ridge with the tree inside it, between Cascarafa and the Western rim of the Crater.
