If I have a Pokemon in ORAS that has a mega stone that exists in XY, can I either trade that Pokemon from ORAS to XY or transfer it using Pokemon Bank?

If you want to trade a Mega Stone from ORAS to XY that is coded into XY, then you can. It's a great and easy way to Mega Evolve some of your Pokemon during the story when they usually wouldn't be able to Mega Evolve until post game. All you have to do is make the Mega Stone the held item of a Pokemon and trade it to XY.

Unfortunately, you are unable to do these trades with Mega Stones that weren't introduced until ORAS.

Pokemon Bank also doesn't work, as any held items are sent back to the bag when depositing in Pokemon Bank.

No, at least when it comes to pokebank. When a mon is put into the bank, it loses whatever items its holding. The only way to transfer mega stones from oras to xy is thru link trade as I don't think even the gts works if you have mega stone as the held item. I tried this myself before when I transferred Garchomp's mega stone from y to or because oras' requirements for getting that mega stone was utter bs. Bank's bulbapedia page says the same thing

Items cannot be stored in Pokémon Bank. If the player deposits a Pokémon that is holding an item, the item will be removed and sent to the player's Bag. If the Bag is full, the item will disappear

I think a better way to word this answer is "yes, you can do it by link trading". OP isn't specifically concerned with Pokemon Bank.
