Zoroark-Hisui @ Life Orb / Air Balloon (!!)
Ability: Illusion
Tera Type: Fighting
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Nasty Plot
- Shadow Ball
- Hyper Voice
- Focus Blast

Pretty self-explanatory. Nasty Plot for setup, dual STAB in Shadow Ball and Hyper Voice, and Focus Blast for coverage. Tera Fighting lets you resist sucker punch and powers up Focus Blast. Life Orb is your typical choice, boosting its power by 1.3x, and the health drop doesn't really matter since you're so frail anyways.
Since you're trying to trick your opponent most of the time, Pokemon weak to fighting or ghost are especially good partners, such as Kingambit or Gholdengo. This is where Air Balloon comes in: since it's a common item on Gholdengo, you bait the opponent into using a ghost move, thus giving you a free turn of setup. Very gimmicky, not worth it in most games, but hilarious when it works.

National Dex Monotype Swords Dance + Z Move

Zoroark-Hisui @ Ghostium Z / Fightinium Z
Ability: Illusion
Tera Type: Normal
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Swords Dance
- Poltergeist
- Low Kick
- Shadow Sneak

Since there wasn't any physical Hisuian Zoroark sets on this thread, here is a Swords Dance Z move set it can use in National Dex Monotype on offense (or HO) teams. This set can be used on both Normal and Ghost teams. While Hisuian Zoroark's Attack stat is lower than its Special Attack stat by 25 points, Swords Dance Hisuian Zoroark has a thing going for it, being a more powerful STAB move to utilize in the form of Poltergeist.

Swords Dance lets Hisuian Zoroark boost its Attack stat to let it become a potent sweeper late game. Poltergeist is used for Hisuian Zoroark's powerful STAB move, being useful to threaten a 2HKO or OHKO against Pokemon who don't resist or are immune to Ghost moves (though some Dark-types such as Hydreigon and Alolan Muk get 2HKOed by a +2 Poltergeist). Low Kick lets Hisuian Zoroark hit Normal- and Dark-types such as Ursaluna, Mega Tyranitar, Mega Lopunny, Hydreigon, Terapagos, Hisuian Samurott, Greninja, and Weavile super effectively. Low Kick is also nice to hit Steel-types such as Ferrothorn, Archaludon, and Hisuian Goodra super effectively. Low Kick is chosen over Brick Break since most Pokemon Hisuian Zoroark wants to use Low Kick against are heavy enough to have for Low Kick to have decent power. Poltergiest + Low Kick basically gives Hisuian Zoroark perfect coverage as long as you don't run into Ditto or opposing Hisuian Zoroark. Shadow Sneak gives a priority STAB move that can revenge kill faster Pokemon that are weakened to enough to get picked off by Shadow Sneak. You can consider using Knock Off instead to hit opposing Hisuian Zoroark super effectively, though keep in mind you should only use Knock Off to hit opposing Hisuian Zoroark since Poltergeist needs opposing Pokemon to have a held item. Ghostium Z allows Hisuian Zoroark to have a one time nuke to easily break past physically defensive Pokemon such as Celesteela, Corviknight, Hipppowdon, Skarmory, and Toxapex. Z-Poltergeist also gives Hisuian Zoroark a one time ghost move that can't miss and can be used against Pokemon who lost/consumed their item. Alternatively, you can use FIghtinium Z if you want to delete Steel-types such as Ferrothorn and Archaludon, as well as a way to break past Dark-types such as Ting-Lu, Galarian Moltres and Alolan Muk. I recommend using Ghostium Z on Normal teams and Fightinium Z on Ghost teams.

Illusion Tips: If you use this on Normal, I recommend disguising Hisuian Zoroark as Ursaluna, as it is a scary breaker that can force switches, and Ursaluna can potentially have Swords Dance on its set. You can also disguise as other Normal-types due to its immunity to Fighting moves, though I find Zoroark-Hisui being disguised as Ursaluna having the best results. For Ghost teams, you can disguise Hisuian Zoroark as Ceruledge to dissuade physical attackers from attacking you, plus both of them have Poltergeist, Swords Dance, and Shadow Sneak. Mimikyu can also work since they both can use Swords Dance and Shadow Sneak, as well as the Ghost immunity helping opening up setup opportunities. You can also disguise Hisuian Zoroark as something passive such as Galarian Corsola against Pokemon who can use Galarian Corsola as setup fodder so you can get off an attack or Swords Dance.

National Dex Monotype Choice Scarf/Specs (Ghost/Normal)

Zoroark-Hisui @ Choice Scarf / Choice Specs
Ability: Illusion
Tera Type: Normal
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Shadow Ball
- Focus Blast
- Trick
- U-turn / Dark Pulse / Flamethrower / Grass Knot

A Choiced set Hisuian Zoroark can use in NatDex Monotype. This Pokemon can be scary if you can manage to disguise Hisuian Zoroark without giving it away. Shadow Ball is used for the Ghost STAB since Bitter Malice easily gives Hisuian Zoroark away. Focus Blast provides coverage against Dark-types such as Tyranitar, Kingambit, Roaring Moon, and Ting-Lu. Trick lets Hisuian Zoroark cripple defensive Pokemon by giving them your Choice Scarf/Specs to a Pokemon who doesn't enjoy being locked into one move. The last slot depends on what move you want to use, and 2 moves are dependent on wheter if you use Choice Scarf or Choice Specs. If you use Choice Scarf, U-turn is an option to let Hisuian Zoroark switch out while chipping opposing Pokemon. Dark Pulse might seem useless considering Shadow Ball is STAB, but Dark Pulse is useful for opposing Hisuian Zoroark. Flamethrower is an option to deal super effective damage to Steel-types such as Ferrothor, Iron Treads, Excadrill, Scizor/Mega Scizor, Corviknight, and Celesteela. Grass Knot is an option if you use Choice Specs to target Pokemon such as Swampert/Mega Swampert, Mamowsine, Ting-Lu, and Great Tusk.

yay I can post my zorua answer now

pets aggresively (Zorua-Hisui) @ Choice Scarf
Ability: Illusion
Tera Type: Normal
EVs: 36 Atk / 236 SpA / 40 SpD / 196 Spe
Hasty Nature
- Sludge Bomb
- Knock Off
- Flamethrower
- Shadow Ball

Now, I don't know a ton about little cup, so there won't be anything else but the moveset. Shadow Ball for STAB, and the other moves are for coverage. Knock Off is for breaking past Eviolites and for stopping other Scarfers in their tracks. Also, with max speed, it is able to outspeed Dreepy, the fastest thing in the metagame. This could also work for a Zoroark set if you're not into LC.

If you hurt my feelings down below I will rip you to pieces.

Dark Pulse is very unnecessary. Straight up inferior to Shadow Ball unless you really need that flinch.
Why Dark Pulse and Shadow Ball, as DPulse doesn't give that much coverage with Ghost STAB? Wouldn't running Flamethrower and Sludge Bomb be better? Dreepy isn't good in LC, it doesn't have good coverage and a shallow movepool. The EVs in LC are different from normal EVs, but this EV spread maxes what you want for LC: 36 Atk / 236 SpA / 40 SpD / 196 Spe
thanks
Oh HZorua doesn't get Flamethrower, my bad, I thought it did. I guess you could run U-Turn or Extrasensory in it's place

Fun Sweeper Set for Hisuian Zoroark:

Zoroark-Hisui @ Focus Sash
Ability: Illusion
Tera Type: Ghost/Fighting/Grass
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Hyper Voice
- Shadow Ball
- Focus Blast / Grass Knot
- Nasty Plot

Send out or switch in when disguised as a Pokemon weak to fighting or ghost. Then, use nasty plot on the first turn. If you are still at full hp, you could use it once more even. After that, use your other moves as you wish to sweep the opponent. Hisuian Zoroark is not the fastest Pokemon ever, but it outspeeds most Pokemon. It's too bad that it doesn't keep its Legends Arceus stats in Scarlet and Violet.
Edit: It turns out it does keep its Legends Arceus stats

Actually, it does keep its Legends Arceus stats. When S/V first came out, it was coded with regular Zoroark's stats, but they changed it upon release.
Oh really? Ok I didn’t know that

Gen 9 Monotype Substitute + Hex (Ghost)

Zoroark-Hisui @ Leftovers
Ability: Illusion
Tera Type: Normal
EVs: 252 HP / 4 SpD / 252 Spe
Timid Nature
- Substitute
- Hex
- Will-O-Wisp
- Knock Off

This is the Substitute + Hex set Hisuian Zoroark uses on Ghost teams in Gen 9 Monotype. This is basically a utility set. For those wondering "how can a Pokemon with 55/60/60 bulk pull off a set like this?", this is where Illusion comes into play. Disguising Hisuian Zoroark as Flutter Mane works really well. Hisuian Zoroark looking like Flutter Mane can force switches to a Pokemon that can take a move that Flutter Mane uses if Flutter Mane would be Choice locked in, allowing Hisuian Zoroark to either spread burns with Will-O-Wisp or remove items from opposing Pokemon with Knock Off. Hex is used for the Ghost STAB since it takes advantage of the burns Hisuian Zoroark spreads. Substitute allows Hisuian Zoroark to scout opposing Pokemon. 252 HP EVs are used to give Hisuian Zoroark some bulk. Leftovers is used for a little passive HP recovery.

Please include the tera type. Also, put periods after the end of your sentences so their legible whatsoever, just as a general rule of life.
Also, bitter malice =< shadow ball.
