I just got a CGC 7 12/64 Holo Vaporeon, and while looking at the set of cards I see another Vaporeon. It looks the same to me except it’s 28/64. What’s the difference?

The backgrounds of the artwork are slightly different, and the 28/64 background doesn't look to me like it's holo, but that's just what I see at a quick glance
The 12 actually has the same artwork in the bg; depends on the angle. From above its white and yellow circles, from below its blue/green with stars (unless you’re talking about the pattern of the circles; is it possible that’s just random?)
 I wonder if holo is the only difference

In Pokemom TCG Jungle, cards index 1-16 are the same as cards index 17-32 (1 and 17 are the same card, 2 and 18 and so on). 1 - 17 are actually Holo Cards, separated by cards number for collector reasons.
