Like if oh, I don't know, an ice-type uses flare blitz or if a water type uses wild charge

Most recoil moves do recoil damage depending on how much damage the target took. So if you use flare blitz and it hits an ice Pokemon, it'll do more recoil damage because it did more damage to the target. If the user is weak to the move's type, that doesn't affect recoil.

This phrase is stated on every recoil move's Bulbapedia page. Recoil is dependent on the loss of the target's HP, multiplied by 1/3. Therefore it is possible for a Pokemon to OHKO itself from recoil if, for example, a Pokemon with less or equal to 1/3 the HP of a high level Blissey was able to OHKO it with a recoil move.

I think mind blown and steel beam count as recoil moves even though they have different mechanics. Their recoil is still not affected by type weaknesses, though.
they damage even if they miss (maybe not mind blown but i know steel beam does it no matter what)
