Is there a Pokemon that can boost accuracy and baton pass gen 3 Emerald?

I have been playing Emerald recently and I know Pokemon adds moves every generation so I was wondering if it is in Emerald plus it will most likely help me hit more blizzards

Why don't you just use ice beam? If that's really not doing enough damage, you can use special attack boosts.

There are only four moves that boost accuracy:

Acupressure
Coil
Gravity
Hone Claws

All of which were introduced after Gen 3. Your best bet is to purchase multiple X Accuracy from the Mauville Poke Mart or the third floor of the Lilycove Department Store.
