What is the point of the Altered Cave in Emerald?

Only low-level Zubat spawn. I've been told it's an speed EV training spot, but it's implemented post-game, so that doesn't sound right. So... why does it exist?

Though Zubat is now the only spawn in the Altering Cave, it was originally intended to spawn exclusive event Pokémon that could be caught in there through Mystery Gift at a Wonder Spot. These Pokémon were all from Johto, being Mareep, Aipom, Pineco, Shuckle, Teddiursa, Houndour, Stantler, and Smeargle.

However, in Emerald, with Smeargle being obtainable in Artisan Cave, and all other Pokémon listed in the Safari Zone, these events would've been obsolete. As a result, they were never released, though Altering Cave was left as a remnant of this.
