Toucannon

Why’s he always got the grumpy eye? I’m sure he’s not ALWAYS mad, right?

I’m not sure if a PokéDex entry or anything else covers this. Genuinely curious why he looks mad.

Obviously I'm in no control of what questions are allowed, but to me, this doesn't really have a solid answer beyond theory-crafting, which the current answer delves into. The question for Bewear being safe to hug is ridiculous honestly, but it's at least evident that it isn't.
That’s exactly where I was coming from JustATypicalPerson, is there evidence and why. There is no evidence one way or the other, so Your Excellency had to cast theory based on evidence but also noted that is seems to be a design choice. Which covered everything. I didn’t know if there was a definite reason why, which was my intent.
I added a couple more sentences and tags to make it a bit clearer for all.

My bad Fizz. Wasn’t meant to be a discussion/theory/debate or a “silly” question, was looking for a legitimate answer and didn’t know if it was listed anywhere. I thought we were allowed to ask about traits and PokéDex here.
If you see a way we could've made clearer that "Why does Toucannon always look grumpy?" might come under "Why is ___ this way?" from rule 1.4, I'd genuinely be interested.

Toucannon use their huge beaks to communicate. If you see two of them smacking their beaks together, don’t worry. They’re not fighting—they’re just telling each other how they feel.

This Pokédex entry seems to imply that their angry exterior is either misunderstood or just for show.

Toucannon are actually depicted as compassionate Pokémon:

Known for forming harmonious couples, this Pokémon is brought to wedding ceremonies as a good luck charm.
-Ultra Moon

Pairs of Toucannon are considered symbols of companionship, as these Pokémon will raise the temperature of their beaks to warm each other.
-Violet

It's true as well that when they heat their beaks, it adds to the angry facade. However, I don't think people would bring them to their weddings if they were actually angry. It might be a show to intimidate predators from approaching. Or, more likely, Toucannon just have a unique way of impressing/communicating with each other.

However, it is most certainly a signature aspect of their design:
