Who can learn Crunch before the league in gen 2?

Is there any viable Pokémon that can learn that move before the league in gen 2?

The Pokémon obtainable before the Pokémon League who can learn Crunch learn it really late. It's probably better to just use Bite.

• Girafarig (level 54)
• Raikou (level 61)
• Steelix (level 49)

Steelix is probably also out of the question, since you'd need to obtain a Metal Coat (from a wild Magnemite) and then trade it.

These Pokémon can technically be obtained before the League, with Crunch, through breeding with Girafarig:

• Ekans (Crystal only)
• Rhyhorn
• Teddiursa
• Snubbull
• Growlithe

Totodile gets it as an egg move too but you'd have to have a female Totodile and breed the move onto Rhyhorn first.

In gen 2, Houndour can be found only in Kanto, which means it's also post-game.

Bite, along with all 60 BP coverage moves, are worthless by the E4, as STAB Thunderbolt, Psychic, Earthquake, etc will deal more damage than a super-effective Bite. Shadow Ball has wider availability and you get its TM for free, so use it instead.
