How do I teach deoxys mirror coat and/or counter?

I’ve been trying to teach my deoxys mirror coat and counter in Pokémon scarlet but no method has worked so far does anybody know if there’s some specific method and if I’m messing it up?

Deoxys Defense Form learns Counter and Mirror Coat at level 73. These moves will stay when you change Deoxys' form.

In order to change Deoxys' form in Scarlet and Violet, you need to have the Meteorite Key Item, which can be obtained in an auction at Porto Marinada if the player owns a Deoxys.
