What are all the moves that raise or lower the user’s or target’s stats?

Question

I just want all this info to be in the same place, most of it is probably on the DB already, and on bulbapedia if not. And I get this is a big question, so maybe we could have an answer and we just add to it occasionally when we find out a new thing. What I want is:

• name of move
• what it Pokémon and what stat it effects
• how much it effects
• chance of it effecting

cant find one for raising the user's stats but i'm sure it exists. i dont think having this information all in one place is particularly useful. it's not like you have to go hunting for this information, generally it's pretty easy to find.
