All fully shiny locked Pokemon?

Question

I've decided, with all the shinies I've gotten in Z-A, I will be attempting to make a living shiny dex, and while I know it is not currently possible, I would like to know all the truly shiny locked Pokemon.

Across all 9 generations, which Pokemon have never been in event distribution, any mainline games, or with events like the Treasures of Ruin, in shiny form?
