I'm fighting Stakataka and it kept going for Rock Blast against my Dewgong, so now I'm curious.

Well they have smarter ai than most pokemon so I would say yes
what counts as "smart battle ai?"
Specifically choosing the super effect move instead of just clicking random stuff. There's probably more that defines smart battle AI, but I don't know what all it is.

Yes they do. They have smarter ai than most Pokemon, using specific moves for certain types of Pokemon than just randomly using moves. They have the same AI as “boss” Pokemon like the totems or the easy ultra Necrozma.

Information on this is surprisingly hard to find, wow. I'm not quite sure if this site is solely for fan projects or if it builds off of the game ai, but the info tracks based on what I've seen, so I'll take it, thanks!

That site is for a modified RPG Maker used to create fan Pokemon games. Perhaps this same logic also applies to official Pokemon games, but I don't think that we can safely assume anything on this wiki directly mirrors how the official games work. Especially considering it seems to be more based on the gen 3 and 4 games, I can't imagine it would accurately recreate how gen 6+ works.
I'm going to keep this selected for now, as while I don't know about totems and Ultra Necrozma, I can say that my tests with other ultra beasts show that they do have different AI than regular wild Pokemon, as in they consistently go for certain moves instead of just clicking random things.
