You can't.

You catch one Meltan in Side Mission 193. After doing so and following the quest's natural progression, you will eventually be gifted a Melmetal by a little girl in a Hyperspace distortion. For whatever reason, Game Freak would rather keep Meltan's evolution method entirely restricted to GO!

Also, neither Meltan nor Melmetal can be Shiny if you catch them in Legends: Z-A, but they aren't Shiny locked in GO.

Because is was incorrect for a time and nobody reversed it. I just did.

Unfortunately you cannot evolve meltan into melmetal even in the dlc. There are 3 ways to get melmetal for Pokemon legends z-a
1. Get the Pokemon home mobile app and link it to Pokemon go, this will give you a shiny locked melmetal that can gigantamax and travel to z-a
2. A side mission I forgot the number but theres one that gives you a melmetal
3. If you really, really cant do these methods, then If you have enough time, just evolve meltan in Pokemon go and then transfer the melmetal to z-a.
