Can you get the Artist ribbon Post Gen 3?

Question

I’m seeing mixed sources stating that it was only in RSE, however some claim it to be in ORAS, does anyone know definitively if the Artist ribbon is locked to Gen 3?

Bulpapedia doesn't have anything on how to get the artist ribbon so I’m not sure

No it’s only in Gen 3 Oras cannot give it to you.
