My cosmoem in Pokemon shield is not evolving, how do I fix it?

Question

I already got Lunala through dynamax adventures, could that be why it’s not evolving? I used the candy to evolve it to level 81, it evolved into cosmoem but it didn’t evolve again. I have named him Softlocked because I haven’t found anything on how to fix it. I wasn’t pressing b while it evolved, it wasn’t holding an everstone. If I had Nintendo online, I’d probably just trade it away because I already have lunala. I have 2 lunalas, actually. One is rotting in Pokemon home from a different playthrough. So if it really is Softlocked (as the name suggests), I really don’t care.

Did you level Cosmoem up after evolving it from Cosmog? A Pokemon can only go through one evolution stage per level.

Have you tried leveling it up at night? Don't know if that will change anything.

Pokemon go up one evolution every level. Level it up once.
