What kind of doubles? Champions, SV, or a different game? VGC, OU, or a different format?
Champions
So VGC reg MB?
that would be a yes
If this is for reg MB, you'll probably get a better answer by asking here: https://www.smogon.com/forums/threads/vgc-ask-a-simple-question-get-a-simple-answer.3588172/
Kantonian Arcanine is really bad because Incin does everything it does better. The only reason Hisuian Arcanine is used is because of its good Charizard matchup and  Stab Rock slide.

Firstly I want to say that neither Arcanine form is good because they both are typically outclassed by Incin who can fulfill the intimidate role way better thanks to it’s superior bulk. Hisuian Arcanine is only used because of its good Charizard matchup and Stab Rockslides. And if you want an offensive fire type Kanto Arcanine is still bad because it’s walled by Incin and its attack stats are really lack luster. Hisuian Arcanine can actually do stuff offensively thanks to its typing giving valuable coverage into several top Pokemon and Rock Head Head Crash and doing insane damage even after you have been intimated.

TLDR Hisuian Arcanine or Inciniroar always out class Kanto Arcanine

also lycanrock-dusk
Hisuinian Arcanine's rock head prevents recoil from both flare blitz and head smash, and it can OHKO neutral targets like mega Raichu Y, mega Floette, Sylveon, and Sneasler without a damage boosting item. It also nearly OHKOs Incineroar at -1. Arcanine is sometimes outclassed by Aerodactyl because it has no good support moves, but it still has its uses.
Im not talking about Aero or Lycanrock in this answer because the question is focused on Kanto Arcanine not Hisuian Arcanine. Also I don’t realize that Rock head sets have had such Resurgence lately and ive now edited the answer accordingly.
