Cold storage is where its at,the Pokeball you see when you walk inside is Scald,go to the second ice slidey thingy and slide,slide to the right,and slide down and pick up the Pokebal (tm 55 Scald)

But yeah the TM is in the Driftveil City Cold Storage building, and you can get to it as soon as you defeat the Nimbasa City Gym and reach Driftveil.
