Are Pichu, Pikachu and Raichu the only pokemon that can learn Volt-Tackle?

Yes they are the only ones who can know it, unless you include Smeargle, who can sketch it.

Yes, the only pokemon that learn it is pichu and it's evolutions.be aware that it only learns it via breeding,of two pikachu's,( male holding light orb and female.)when the egg hatches, the pichu will know volt tackle.(know that in the wild, pikachu's have a 5% chance to be holding a light orb.)
