it says nothing negative about him in smogon and ill list the things on why im confused about him in the uu tier.
1) i think hes one of the bulkiest water types(vaporeon has much higher hp but much lower sp def so that pretty much makes it the same,same with lapras but hes weak to fighting)
2) he has a recovery move which makes him even a better tank(vaporeon has water absorb but that cant always be predicted)
3) he has very good sp attack as well
4)his ability makes can make him an undefeatable mixed tank with the recovery move together(just give him flame orb and recover those damages from the burn and attack drop wont matter to him)
5)only 2 weaknesses with no physical weakness(grass used rarely and kill grass types with ice beam to avoid stab grass attacks on him)
6)better speed than most other water types
i see nothing wrong with him and everything only good. if someone knows why hes in uu can you please tell me

In game, I have cheated (Pt/HG) to make all the Pokemon Lvl. 100 I wanted, and the way I wanted them EV trained. Milotic did pretty good against Alakazam, and it even defeated a FEAR Aron once by making it miss (BrightPowder, probably.) Beat Scizor, Politoed, Forretress, Metagross, and even a Salamence and a Gyarados. Yes, I used it pretty often.
