Kingdra, Palkia, Corsola, Omanyte, Omastar, Kabuto, Kabutops, Tirtouga, Carracosta, Magcargo, Reshiram, and Relicanth. As you can see most are water types. It is worth noting that all Pokemon with Flash-fire are immune to Fire.
