TM26 (Earthquake) is found in the Seafloor Cavern in RSE. Requiring Strength to access, as well as Dive, Rock Smash, and Surf to navigate the area. This TM is in one the chambers you pass through while heading to the deeper parts of the cave.

In Emerald only, TM26 can also be found by a Pokémon with Pickup from levels 91-100. It can also be found as a grand prize at the Trainer Hill as a Japan-only e-Reader exclusive, though this method is likely ineffective.

You get it in Seafloor Cavern (Emerald) or Cave of Origin( Ruby Sapphire)
