What's the invisible thing in the way in Pokemon Emerald?

After you beat your dad you are supposed to go to the next gym but there is something invisible in the way. What is it?

Okay, for this you must go South-West of Fortree City, where Stven Stone is standing on the bridge. He'll show you the invisible thing, i.e. a Kelceon. Then he gives you the Devon Scope, which will let you pass.

There is nobody on a bridge anywhere in Fortree City. All I see is a guy talking about how he saw something in the sky and a guy who says living on trees is okay but the bugs make it startling.
