To get tepig EMBOAR has to be female. If it is a male then you can't get tepig. But if your emboar is a female then you can breed it with any pokemon here: http://pokemondb.net/mechanics/egg-groups/field
But if your emboar is male then you can still get a tepig by breeding it with a ditto
