Spin Blocker + Phazer?

is there any pokemon that works as a spin blocker & a phazer or is that just not possible?

I think stall Confagrigus is the best.
It has very high defense which can endure even if the target uses other move instead of rapid spin

Careful Nature (+SDef, -SAtk)
- Night Shade - for attack
- Haze - reset
- Protect - stall
- Will-O-Wisp - stall

other pokemon that is a ghost type with haze- Gengar, Chandelure, Drifblim

I can't find a ghost pokemon with dragontail, roar or whirlwind

Thanks. i was wondering if there was a ghost type with whirlwind, dragon tail or roar that isn't a legendary for strategic reasons. Guess not, but thanks anyways
