How do I get a Team Rocket uniform in SS?

Question

I need a uniform to gain access to the higher levels of the Goldenrod Radio Tower, but I have a uniform, where do I get one?

Answer 1

Go to the underground and go to the place where you get a picture taken with the uniform on. There a female Team Rocket person will be there and think you are the new guy. Then you get the uniform and go to the radio tower.

I think in the underground where you take photos.
