Was Milotic created for battles or for contests only?

It's really a matter of opinion; he will do well in battle, but there are better water-types to choose from. So yes, contests.

FOR COMPETITIVE BATTLING

A good bulky water-type in UU. I don't have much EXP in the tier, but see here for info.

Both,because Milotic is a beautiful Pokemon and it has a high defense,Special defence and Special attack,but I think they should be used as a Special and Physical wall.

You make a good battle out of Milotic but it lacks a bit in the movepool
but after going through all the trouble of evolving it you should make a battler out of it too.
but it's good for both
